Never say never is the first rule of politics, so it may be premature to write the National Democratic Movement’s obituary. But with declining poll ratings, ineffective leadership and muddled policies, the NDM increasingly appears a spent force.

In 1955 Jamaica recorded 20 murders and our homicide rate was about 1 per 100,000. This was slightly above Britain’s, about the same as Barbados’s and about a quarter of America’s. In 1999 Jamaica recorded 848 murders or a rate of about 33 per 100,000. This was over 15 times that of Britain, and about 5 times that of Barbados and the USA.

Of the 22 countries where democracy has existed continuously since 1950, 18 have parliamentary governments - Australia, Austria, Belgium, Canada, Costa Rica, Denmark, Finland, Germany, Iceland, Ireland, Israel, Italy, Japan, Luxemburg, the Netherlands, New Zealand, Norway, Sweden and the UK. France has a hybrid system and Switzerland a plural executive. Only Costa Rica and the US have presidential governments.

The last national hero was chosen over 20 years ago. A new addition is long overdue, and what better time to debate the question than black history month? Many say former Prime Minister Michael Manley should be the next official hero, while others argue for reggae legend Bob Marley. Both made great contributions to their country and neither would be a bad choice. But there is someone with far greater claims than either - the person who almost single-handedly gave Jamaicans pride in their cultural heritage and is at the same time the most universally loved personality this nation has produced – Louise “Miss Lou” Bennett.

It is only a game and, in the larger scheme of things, not very important. But mankind needs its diversions. And no other outdoor sport, and few endeavours of any kind, provides such lasting pleasures as cricket. Here the onlooker measures his satisfaction not merely in terms of results, but in the beauty of the spectacle.

Except for Switzerland and Sweden, the only countries to enjoy uninterrupted democratic rule between 1914 and 1945 were Great Britain, the United States, Canada, Australia and New Zealand. This was no accident. As the black American Economist Thomas Sowell wrote.

“History is nothing but a record of the crimes and misfortunes of man” wrote Voltaire. A famous Chinese proverb agrees - “Fortunate countries have no history”.
Compared to the often chilling chronicles of our nearest neighbours - Cuba, Haiti and the Dominican Republic - Jamaica’s past makes pretty tame reading. We have no ‘Remember the Maine’ invasions, Citadelle Lafferriere horrors, or Trujillo massacres to contemplate with fascinated dismay. The Sam Sharpe slave uprising, the Morant Bay rebellion and the Frome riots would scarcely rate footnotes in these countries a mere 100 miles away. Jamaica did have to endure the unspeakable brutalities of slavery, but that was an almost universal New World experience. Even then slaves in the English speaking Caribbean were freed by decree a generation earlier than anywhere else, and there were no brutal liberation wars here as in Haiti.

So charged a big dancehall hit of yesteryear. And a lot of people agree. They argue that our soaring crime rate is the direct result of a deeply flawed society - endemic poverty, poor education, massive income disparity, a vicious cycle of ghetto violence from parent to child, an 85% illegitimate birth rate and consequent lack of male role models. Until these are remedied, they say, nothing we do can improve matters.

According to Prime Minister Patterson’s post gas riot speech “The old order - the closed, distant and authoritarian sys­tems of governance - is being forced to give way to a structure which is inclusive, responsive, and accountable… We must change our approach to governance, or we will become part of the problem to be swept aside by the emerging new social order.”

Jamaica faces a linguistic paradox. We realize that language is a vital part of our culture, and that Jamaican patois, or patwah, must not be stigmatized as inferior. Yet many students leave school unable to speak standard English, severely compromising their employment opportunities and social mobility. Language, like dress, has to vary with the occasion.
